A year ago, the Chancellor’s Spring Budget was framed as a ‘budget for growth’. With the UK now in technical recession, this most recent Spring Budget sets its sights on being a ‘budget for long-term growth’. The Chancellor delivered the Spring 2024 budget in a little over an hour and while the words were plentiful, they added up to not a lot for business growth.

On the plus side, the Office for Budget Responsibility (OBR) now believes that inflation will get back to target sooner than previously thought. This is good news for people, especially as the OBR think this will aid a faster return to pre-pandemic standards of living. The headline grabbing ‘one more thing’ element of this budget was the well trailed cut to employee National Insurance Contributions (NIC). Another 2% reduction to employee NIC will benefit average earners by around £450 per year, and adds further benefit to the recent 2% reduction.

For the Northern Ireland Executive, the announcements today add up to an extra £100m coming from HM-Treasury. Given the seemingly perma-fiscal crises the Executive finds itself in, this cash injection will be welcomed but is unlikely to excite.
